HKCERT Strategic Plan (2012-2015)

The Hong Kong Computer Emergency Response Team Coordination Centre (HKCERT) has defined its three-year strategic plan for 2012 to 2015.  The plan was derived from our study on the trends of information security threats, benchmark with the services currently provided by CERT teams in other parts of the world, and the suggestions and recommendations on the HKCERT services, including our roundtable meetings with the information security sector and the government, and the external assessment conducted by the Japan Computer Emergency Response Team Coordination Centre (JPCERT/CC)1.

Our mission, as defined in the plan, is “To be the Cyber Threats Response and Defense Coordinator in Hong Kong to protect the Internet environment of Hong Kong”

To achieve the mission of HKCERT, we have identified 8 strategic directions.  They are:

  • To Takedown Botnets and Clean Up Bots in Hong Kong
  • To Strengthen Capability to Provide Early Analysis for Malware Targeting Critical Infrastructure and Financial Sector of Hong Kong
  • To Build up Capability to Tackle Smartphone and Mobile Security Incidents
  • To Warn and Coordinate Territory-Wide Infrastructure Attacks (Such As Massive DDoS Attack at Multiple Locations)
  • To Enhance Collaboration with Local Parties via Communication and Drill Tests
  • To Enhance Collaboration with International Parties via Communication, Sharing of Information, Joint Projects and Drill
  • To Study Security Implication of Emerging Technologies and Provide Assistance
  • To Enhance Public Profile of HKCERT

Activity plans for 2012 to 2015 were prepared based on the strategic directions.  The plan for 2012/13, for example, included new services in smartphone incident handling, and a new analysis system to automate the incident information collection and analysis.  We have also planned to increase our manpower to enhance the services of HKCERT.
